Is it possible to set a user password to a specific value for a user?
Is know that I can resend to password for them to reset themselves but in this case I want to set it for them.

For security reasons, this is not possible and will likely never be. A user must always set their own password.

Thats not good. InA few cases I have users without a valid/accessible email address so they cannot receive the email. I do not wish to give them an alternative login as this will break the audit tracability.
In Content Store the admin has access to the URL that the user would recieve by email and I can pass that on by other means.
