When to submit a bug
A bug is when the system is not working as designed and the expected behavior of the system fail.

When to submit a product idea
A product idea is an improvement to the system, either a new feature or a suggested modification to an existing feature. If you have several suggestions try to keep them as separate product ideas which makes it easier for the community to vote and comment on them separately.
